There are two types of exercise routines needed to tone flabby arms. The first is strength training and the second is cardiovascular exercise. Spot training alone will not tone flabby arms. You also need cardio exercise for total body fat reduction.

The two best exercises to tone flabby arms are diamond push ups and tricep extensions. Start slowly – don’t over do it. Perform these strength training exercises every other day.
To do the diamond pushup – get in the pushup position on your hands and knees. Place your hands on the floor with your thumbs and index fingers touching so they are forming a diamond shape. If you are not used to doing pushups, you may want to rest on your knees rather than your toes. Do as many as you are comfortable with – don’t worry if it is only a couple. You will be able to do more as you build your muscle strength up. Try to do three sets every other day.
To do the tricep extensions – You can sit in a chair or stand with your feet shoulder width apart. Hold a dumbbell (start with a 1, 3 or 5 pound dumbbell depending on your strength) in one hand directly above your head with your arm fully extended towards the ceiling (your palm should be facing towards your head). Slowly bend your elbow so the dumbbell is lowered behind your head. Keep your upper arm still and fully extended up. Then return to the extended position.
